With iOS 13, Apple introduced Memoji Stickers that brought Memoji support to all iPhones and iPads powered by an A9 chip or newer. Earlier, Memoji was only available on iPhones and iPads that featured Face ID. Memoji Stickers can be used in any app unlike Memoji itself which is limited to the Messages app. However, if you don’t like Memoji Stickers and are frustrated by it showing up on your iPhone or iPad keyboard in every app, you can disable it as well.
