Apple has disabled the upload feature from Mobile Safari causing an incredible inconvenience. But now There is a Cydia Tweak that will bring back this feature, The Tweak is called Safari Upload Enabler.
The tweak works on jailbroken devices running iOS 4.2 or higher. It will be automatically embedded into you Mobile Safari and will not add any icons to your home screen. The Tweak comes with a file and photo/video picker allowing you to upload files like on your desktop computer.
