Apple stops signing iOS 17.3.1 & 17.4, ending downgrades from 17.4.1

Apple just this week stopped signing iOS & iPadOS 17.3.1 and 17.4, ending firmware downgrades from the newer iOS & iPadOS 17.4.1.
